That's the clutch. Not 100% certain if the pull lever did in fact control the large blades, but it definitely activated the shoo-fly wands beneath the blades, or turned them off, while leaving the full size blades turning.

extravagant indeed, but...

when the blades were
turning, I find it hard to
believe  any flies would
have be hangin' around
any shoo-fan paddles,
