Issue with a GE AOU chock coil.

I am working on an AOU fan. The strange thing is it runs on high. Nothing on the other two speeds. The really funny part is I get a reading across all the coil speed contacts. I tried jumping the line in directly to the other two speed contacts and nothing. Not sure if the coil bad, but why would I get a reading an yet nothing when I jump the power to the two lower speeds? Thanks

I just can not find what the issue is. It should not show a continuity if the wire is broken. But it does not.. What I did is pull a coil out of a AOU style Hunter fan and it works just fine. I will have to scrap that coil

Its the coil. I put a Hunter AOU style fan coil on it and it works fine.
