D. L. Bates & Bro. guard has matching style 9 count S wires, but the fan in question appears to have a 10 S wire count. Nobody?  Notice in the 2 Bate's images the S wires have opposite orientation.

What about the cage banner?     Any Bates fans with that present?

That's the Bates Rotofan introduced in electrical trade 13. It came with either a 16" or 20" blade. Bates introduced a 20" blade desk and bracket model in 06 (image below) with 11 S wires present.

FWIW....the Rotofan would be a prize to surface and own. It was the last new model they offered. The great flood of 1913 in Dayton Ohio took the wind out of their sails. By the end of 13 Bates was out of business. It was stated they managed to get their fan motor stock to a higher floor to save it 13 season. The Rotofan could be out there somewhere.
