Now back to the problem of that knurled wheel not coming off ( set screw has been removed )  time for penetrating oil

Your first picture.  Just tighten the knurled nut enough to allow it to pivot freely on the arm then tighten the set screw.  With the set screw tight. You should then be able to twist the knurled nut in one direction to adjust the oscillation arc. And it should not go in the other direction.

Applied heat....nothing.... the axle turns along with the wheel .

All my Blood Sweat an Tears and That spinning wheel just keeps spinning

(hopefully someone got that reference)

Never tried blowing one of these apart, but I see what may be a pin or set screw in the main wheel. Maybe that's holding the guts together? Maybe remove said pin or screw and that will get it apart to find other bits holding it together? Dunno. Just tossing out something.

Probably.   Stan mentioned that earlier in post.  Sounds like a disaster waiting to happen but if I want that arm in place I will have to do that.

That screw retains the spring and ball bearing that engages the ratchet on the arc adjustment wheel. 
Jim, if twisting the knurled knob spins the arc adjustment ratchet in either direction, then it’s likely missing the spring and ball pictured above. As I recall, removing the screw in the middle of the ratchet disc, allows the disc to be removed. Maybe with that out, you can get a better grip on it.  Just don’t lose the spring and ball! They’ll fly out when you remove the ratchet disc.

Oscillator problem solved ....left it detached ( next owner problem )

Pontypool everything  except hardware and non brass oiler all of which were van blued . Pontypool cured in 7 hours at 290 ish

That felt is a lot harder to do then it looks and I need a better plate attachment than a Phillips screw.
