Diehl Desktop Fan K16912 Repair (Need Help)

Hello All,

I have this fan that was working fine until I turned it on recently. It's has 3 speeds. When I turn it on, you hear a humming sound but the blades don't rotate. I took it apart cleaned it, greased it, oiled it and still had the same result. For some reason, I can't get the 2 gears and the rotor to line up properly in the gear box now. When I try to put them in, the oscillating wheel won't spin when I turn the rotor. Can it be an electrical issue? Any help would be appreciated.

Could be several  things 1.alignment issue

2 worn bearings

3 no fiber washers   
question lies when the blade is on does it spin freely then stop too fast could be the motor  bells blots too tight
