About the speed of Marrelli partner fan

I am restoring this partner Marelli fan, now it is working at 827 rpm, I think that is a bit slow, so I would like to know what is the original speed when it works with both blades  minute ring.  
Hope someone here can help me to know the default rmp parameter that the manufacturer set for it.

 Any help will be highly appreciated.  Thanks!

I have found the cause of the engine not reaching the desired speed.  And now for the job of fixing it, I'm going to have to solder all the squirrel cages of this rotor.

I have learned to beadblast rotors so I can remove the paint and inspect for broken solder connections in the squirrel cage, then resolder if necessary. It takes a lot of heat, so I use a propane or MAP torch.

This issue is pretty common in Emerson CF series ceiling fans where the rotor has no copper endplates, but where the flat cage bars are bent over to overlap the adjacent bar.
