The wing stamping with the word "Improved" started either late fan motor season 1927, or the beginning of 1928. The improved Parker wings were implemented with high probability between the years of 1926 and 1928. The fan would have predated the improved parker blade patent issue date of Sept. of 27. The 16" models listed are 73648 models. Maybe I missed something? The 1930 catalogue supports a 29646 model. Yet, your 29648 fan and a few others like it exist. In 1931 Emerson dropped the brass wings for steel. The Emerson monthly shared in Google books appear to have a 1924 cut off. If anyone out there have Emerson catalogues dating 1925-27, it sure would be appreciated to share them in the members only Emerson catalogue section. There is a void of potential good information on the transition of desk fan components during these years. If there are but a handful of these 29648 anomalies with improved brass Parker wings, the 29648 may have been discontinued as early as 28. It may be helpful to see a 1927 Emerson fan motor catalogue. Emerson never trashed anything, so they could have been motors on the shelf or...? Since these were commercial grade, very possible. Like Geoff says, never say never.
